In pursuance of the stated objective to further strengthen
the organization, Anna Rosario ?Anne? Elica?o
has been chosen as YLDA?s Program Officer. She officially
began her duties in the YLDA secretariat office last March
7, 2005.

Ms. Elica?o?s responsibilities include coordinating
all YLDA activities and events, communicating with the executive
committee and member organizations, updating the database
of member organizations and individual members, the everyday
management of the Manila secretariat, and running the YLDA
Website.
?YLDA has so much untapped energy and potential.
I feel privileged to be working alongside other Asian youth
who are passionate about liberal and democratic ideals,?
says Ms. Elica?o, who has a bachelor?s degree
in humanities majoring in integrated marketing communications
from the University of Asia and the Pacific and was formerly
connected with the publishing subsidiary of a major broadcasting
network in the Philippines.
The establishment of a permanent secretariat was one of
the goals of YLDA?s Strategic Planning, adopted in
Manila in 2004. The YLDA secretariat is now based in the
joint Friedrich Naumann Foundation and Council of Asian
Liberals and Democrats office in Manila, Philippines.
Garda Bangsa was formed in 1998 following the successful political reform spearheaded
by students and other campus activists to depose the tyrannical regime of President
Suharto. The organization was founded by Abdurram Wahid, a former adviser of President
Suharto who resigned following an escalation in government corruption and political
management by the administration. He championed "Responsible Openness"
within the government system and proposed the establishment of a Reform Committee
in order to mitigate poor governance within the administration. His calls were
left unheeded and so he eventually withdrew support for the government and joined
